1. Brief History
The school began as the Hanoi School of Health Managers
in 1976 following the decision of the Vietnam Council of Ministers. Since 1980, the school
has been known worldwide under the name of the Hanoi School of Public Health (HSPH)
through the registration from the Ministry of Health of Vietnam (MOH) to World Health Organization. Still the school keeps the old Vietnamese name and the new name
as well. The HSPH was established for the purpose of training health administrators and
public health personnel and performing research works on public health. The HSPH was
supported by the MOH of Vietnam and some High-Tech facilities were recently equipped by
different international organizations such as: China Medical Board of New York, LCMS World
Mission, Later Day Saint of Jesus Christ, the Rockefeller Foundation
and CDC Atlanta, the
USA.
The first one-year courses specialized on health management were offered in 1980 for
graduates from medical schools and those from schools of pharmacology. Then, refreshing
courses for health staff working on food hygiene & epidemiology, health environment,
occupational health, etc have been given. Together with the development of public health
in Vietnam, the school has become the main institution being selected for training
purposes. Many international meetings and workshops have been organizing at the school for
developing and completing post-graduate training curriculum. Recently the Ministry of
Training and Education has officially given the school in Public Health permission of
training for Master of Public Health (MPH) and Bachelor of Public Health (BPH). This is an opportunity for the school to
express its abilities as an excellent center in this field.

Health training, research and consultancy in Vietnam
and the region.

1.
To acquire the
core competencies to assure the viability and adequacy
of HSPH for the next 5 years (Phase I: 2005-2010).

core competencies to become the center of excellence
(Phase II: 2010-2015).

Develop the adequacy measurements (quality control
system) for the training core competencies.
2. Upgrade and expand human resources to meet the
development needs of the School.
3. Create favorable environment for viability and
adequacy development.
4. Develop domestic and international collaborations and
networking to improve public health training, research,
and services.
5. Strengthen the quality of BPH and MPH programs.
6. Develop the MPH distance learning programs,
specialized MS and doctoral programs.
7. Increase research activities in terms of quantity and
quality to meet the practical needs of the community.
8. Provide high quality consultancy services for health
authorities and international agencies.

1. Hanoi School of Public Health
- Public
Health School Without Wall development
The Hanoi School of Public Health (HSPH) is a graduate
training facility belonging to the Ministry of Health (MOH). The school has functioned to
train MOH staff in health administration. The MOH is now beginning to address the enormous
changes that have occurred within the health sector in Vietnam over the last decade. In
addressing these issues the MOH has recognized the need to develop an internal capacity
for producing a cadre of staff trained in modern public health methods. To meet this need,
the HSPH has been designated to develop a graduate training program in modern public
health. The HSPH has received permission from the MOH to grant a degree which would be
similar the internationally recognized Masters of Public Health (MPH). Recently, the
School has also received authorization from the Ministry of Education and Training of
Vietnam to become the first school on modern public health training in Vietnam. The new
program started in the fall of 1996, with the matriculation of 25 candidates to the school
in Hanoi. The second MPH class was held in summer 1998, and the third in 1999.
The new program is intended to reflect modern aspects of
public health and to incorporate the latest developments in public health teaching and
education. The school intends that this new program be developed using the principles of
the Rockefeller Foundation "Public Health Schools Without Walls" program. One
principle of the PHSWOW program is that the training be developed in such a way as
reflects the actual needs of the public health officials that it is to produce and support

2. Master of Public Health Course
The HSPH is offering a two year post-graduate course in
public health. The course aims to provide specialized training in following skills:
planning, health organization and administration, communication, implementation and
evaluation. These skills will be required to successfully manage health services in
different levels.
Eligibility
The course is open to medical doctors and other
graduates in the fields of health and social sciences who have at least two years working
experience in health care and management of health care services. It is expected that
participants, after successfully finishing the course, will achieve good input both in
knowledge and skill and have good competency working in their practice and they will be
encouraged to maintain link with the school. A maximum 25 participants will be recruited
each course.
Course Organization
The course is divided into 2 equal periods of 10 months
duration each called the school-based period and the field-based period. In the
school-based period, 12 different modules will be taught using different teaching methods
in order to make students a center of the training process. In the field-based period,
participants will have a chance to exposure to a wide range of health and health care
situations in order to learn from the real practices of how to deal with situations using
different approaches. Supervisors are those who works daily in the field and being trained
and selected as adjunctive teachers of the school. After this period, participants will be
asked to fulfill a dissertation about a topic chosen during working in the field.
Course Objectives
The aim of this MPH course is to provide advanced
training to medical doctors and other leading personnel in the public health sector
including health planning, organization, administration, implementation and evaluation of
health services. Concretely, the successful participants would be able to:
- Apply qualitative and quantitative methods deriving from
the health, population and social sciences;
- Identify, analyze and prioritize health risk factors and
problems in an catchment area;
- Plan, implement, analyze and design relevant studies;
- Apply communication skills effectively;
- Plan, manage and evaluate health interventions;
- Understand and influence decision-making process related
to health.
Learning Methods
Participants of the course come from different parts of
the country with wide range of experience, so the education gains from the resulting
change and interaction are recognized to be invaluable. This will form the basis of
teaching. Students are therefore expected to participate into the course activities
actively e.g. small group work, individual study, presentation based on working
experience, case study and group discussion.
Academic Degree
The Master of Science in Public Health is awarded by the
Ministry of Training and Education of Vietnam to those who pass all parts of the course assessment
including:
- Assessment of the course work,
- Three written papers,
- Dissertation.
