Elke Johanna de Buhr, PhD, is an Assistant Professor at the Payson Center for International Development. Her research focuses on the rights and protection of children, and the health and well-being of people of all ages. Dr. de Buhr has worked on projects financed by the US Department of Labor, CDC, UNDP, UNICEF, UN-OCHA, UNAIDS, the World Bank, Reprieve UK and the European Union, Fairtrade International (FLO), National Medical Foundation (NMF), World Vision International, and Friedrich Ebert Foundation (FES), among others.

Stanley W. Samarasinghe is Adjunct Professor at the Payson Center and Chairman and Executive Director of Global Vision, an independent think tank in Kandy, Sri Lanka. Prominent in the fields of Economics, International Development, and Conflict Studies, Professor Samarasinghe designs and teaches post-graduate courses in International Development, Development Economics, International Health and Ethnic Conflict.  Previous positions include Director of the Payson Center’s office in Arlington, VA, and over 20 years of teaching at the University of Peradeniya in Sri Lanka.

Dauphine Sloan

Dauphine Sloan
Senior Professor of Practice, Graduate Studies Advisor

Dauphine Sloan is Senior Professor of Practice and Graduate Studies Advisor at the Payson Graduate Program in Global Development, Tulane University.  She received her Doctorate in Sociology and Masters in Applied Modern Languages (English/Russian) from the University of Paris, as well as a post-graduate degree (DEA) in Soviet and East European Studies from the Institut d’Etudes Politiques de Paris.

William E. Bertrand

William E. Bertrand
Professor & Center Co-Founder

Over the course of his extensive career, Dr. Bertrand served as Vice President for University Planning, Research & Innovation, Tulane University, and Co-Directed and founded three Academic Public Health Institutions: the Department of International Health and Development at Tulane University, Center for International Health and Development at Tulane University, and the Zaire School of Public Health at the University of Kinshasa.

Anna Monhartova

Adjunct Assistant Professor

An Adjunct Assistant Professor, Anna Monhartova received a Ph.D. in International Development and a Bachelor of Arts graduating Summa cum laude in Russian and Political Science. Working in Community Outreach for over a decade, Dr. Monhartova is co-founder and President of A’s & Aces, a local nonprofit corporation devoted to providing New Orleans public school children with after-school activities. Dr. Anna Monhartova worked to incorporate service learning into Payson Center Courses.
