Memorandums of Understandings (MOUs)


Between the Payson Center and:

Universidad de San Carlos (USAC) de Guatemala (02/19/04)

Through formal agreements and/or contracts, the Payson Center and USAC will collaborate in supporting projects and/or initiatives in areas for inter-institutional cooperation that include, but are not limited to:

  • Undergraduate and Graduate programs involving Faculty and Student Exchange
    - Establishment of courses, seminars, workshops and training as ways of developing of joint undergraduate and graduate (BS, BA, Master’s and Ph. D.) programs locally and overseas.
  • Modernization of the library system
    - Exchange of experiences in the use of Information and Communication Technologies (ICT)-based tools for all phases of library management, including the use of Technology Assisted Learning Modules (TALM) for the development of just-in-time training modules. These technologies will also be used with a special emphasis on transparent management tools for university decision makers.
  • Creation of digital libraries
    - Design, training and creation of digital libraries with emphasis on organizing local information in a searchable digital format. Digital libraries may include materials from special collections, as well as icon-based materials for indigenous populations.
  • Strengthening curriculums in the area of disaster preparedness, response, relief and impact evaluation.
    - Project collaboration in the areas of prevention, preparedness, mitigation, response, recovery and management of disasters as sustainable human development strategies, as well as risk management and impact assessment.
  • Collaborative efforts for funding and consultancy
    - Receive and offer consultancy services in the specified areas under specific agreements both locally and overseas.
    - That the Payson Center and USAC shall collaborate on submitting grant proposals and other scholarly initiatives from time to time, and search for funding support for the MOU’s activities.

 

UNIVERSITY OF TEXAS AT BROWNSVILLE AND TEXAS SOUTHMOST COLLEGE (UTB/TSC) (01/04)

  • Establishment of courses, seminars, workshops and training in the following areas: disasters, technology transfer, sustainable development, risk management and impact asessment. This includes developing of graduate programs such as Master’s and Ph. D. programs locally and overseas.
  • Project collaboration in the areas of prevention, preparedness, mitigation, response, recovery and management of disasters as sustainable human development strategies, as well as risk management and impact assessment. This collaboration will be formalized by the signing of specific agreements.
  • Design and development of joint projects to strengthen regional groups in the Americas such as CDERA, CEPREDENAC, and CAPRADE.
  • Receive and offer consultancy services in the specified areas under specific agreements both locally and overseas.
  • That the Payson Center and UTB/TSC shall collaborate on submitting grant proposals and other scholarly initiatives from time to time and search for funding support for the MOU’s activities.
  • Exchange of experiences in the use of Information and Communication Technologies (ICT)-based tools for all phases of disaster management, including the use of Technology Assisted Learning Modules (TALM) for the development of just-in-time training modules. These technologies will also be used with a special emphasis on transparent management tools for following and measuring the impact of disaster projects.

The Cheikh Anta Diop University of Dakar, Senegal (ISED) (02/06/03)

The cooperation fields will encompass varied scientific and technical disciplines, and the programs of the ISED (Institute of Health and Development), of the School of Public Health and of the Payson Center as well as of other departments of the two universities, in the common interest of the two parties and their expressed desire thereof. They will include, among others:


1. New information and communication technologies and their diverse applications,
2. Epidemiology and Biostatistics for development management,
3. Health sciences applied to populations, including family planning, communication and health education, nutrition and the socio-cultural aspects of diseases,
4. Management of health systems, including strategic planning, monitoring and evaluation of interventions,
5. Tropical medicine and its progressive trends including emerging and reemerging diseases,
6. Environmental sciences, sanitary engineering, crises and natural or man-made disasters,
7. International Health
8. Health system reforms and development
9. Biotechnology applied to the developing countries,
10. Issues of sustainable development.

The goal of this collaboration is first to benefit, on one side, the full development of the Institute of Heath and Development of the Cheikh Anta Diop University and other departments and services of UCAD (Cheikh Anta Diop University), and, on the other side, that of the Payson Center, of the International Center Department and of all other affiliated services and departments of Tulane University. The collaboration encompasses:


1. Exchange of faculty, researchers, and various personnel between the institutions involved,
2. Exchange of students between the institutions for academic and field work,
3. Development of joint research, educational, and consultation activities,
4. Development of joint academic programs and their joint implementation,
5. Participation in congresses, seminars, and conferences,
6. Providing of consultation and information exchange.

Universidad Andina Simon Bolivar (02/06/03)

  • Asistencia de profesores especializados del Payson Center y de la UASB La Paz.
  • Desarrollo, transferencia y traducción de instrumentos y material de soporte
  • Capacitación y entrenamiento en nuevas tecnologías por parte del Payson Center al personal de la UASB La Paz encargado de la ejecución de los programas de capacitación
  • Auspicio en conferencias regionales, seminarios y workshops relacionados con la administración de la prevención y atención de desastres
  • Colaboración en la producción local de material para la implementación de los programas educativos con énfasis en la administración de la prevención y atención de desastres.

 

PARQUESOFT - Fundación Parque Tecnólogico de Sotfware de Cali (10/28/02)

- Collaboration in the design and implementation of ICTs in the areas of prevention, preparadness, mitigation, response, recovery and management of disasters as sustainable human development strategies, as well as risk management and impact assessment. This collaboration will be formalized by the signing of specific agreements.

- Continued development of ICT-based tools for all phases of disaster management, including the use of Technology Assisted Learning Modules (TALM), digital libraries and geospatial decision support systems for the development of just in time training modules and decision support libraries and tools. These technologies will also be used with a special emphasis on transparent management tools for following and measuring the impact of disaster projects.

- Design and development of joint projects of shared interest in the specified areas, and others that may be determined.

- Search for funding support for the MOU’s activities.

Dirección Nacional de Atención y Prevención de Desastres - Ministerio del Interior - República de Colombia (10/17/02)

- Collaboration in the areas of prevention, preparadness, mitigation, response, recovery and management of disasters as sustainable human development strategies, as well as risk management and impact assessment. This collaboration will be formalized by the signing of specific MOUs and agreements.

- Establishment of courses, seminars, workshops and training in the following areas: disasters, technology transfer, sustainable development, risk management and impact asessment. This includes development of graduate programs such as Masters and PhD programs.

- Receive and offer consultancy services in the specified areas under specific agreements.

- Design and develop joint projects of shared interest in the specified areas and others that may be determined.

- Search for funding support for the MOUs activities.

- Exchange of experiences in the use of information and communication technologies in the areas mentioned.

NASTAD (10/23/02)

NASTAD will provide Payson with technical content information on the U.S. based community planning process training compiled at NASTAD through consultation and meetings with state AIDS program staff from health departments in Texas, Delaware, Washington, Michigan, North Carolina, Iowa, and New Mexico. Staff time and resources necessary to gather, sort and deliver this information to Payson will be provided by NASTAD. In turn, Payson will then cover costs (including personnel) associated with the classification of materials and development of appropriate digital tools (e.g. CD ROM) and e-classes necessary to carry out the pilot. NASTAD will provide support to Payson in the classification of information. Responsibility and costs associated with the training of content owners will be shared by NASTAD and Payson, as well as outreach and marketing of final products to partners such as CDC field offices, USAID missions, the West African Health Organization, and others. In addition, NASTAD will be responsible for all NASTAD related travel expenses incurred by NASTAD staff.

FundeSUMA (02/13/02)

· Collaboration in the development of information and communication technologies with a special focus on the problem area such as emergency situations and natural disasters, based in the Payson Center’s EClass using content developed by Fundesuma such as MISE (Comprehensive management of emergency supplies and other logistics training workshops), Logistics and Humanitarian Supply Management material, and SUMA software subject to existing copyrights hold by third parties.

· Collaboration in the local production of digital libraries (such as Payson Center’s Medicine and Health, Human Sustainable Development, the Environment, Food and Nutrition, Emergencies and Disasters), with special emphasis on implementation.

· Collaboration in the assessment and analysis of the Fundesuma web page regarding graphic design, site structure and other technical characteristics.

Fundación Entebbe (LINCOS) (09/13/01)

• Collaboration in the development of information and communication technologies
(such as Entebbe?s Lincos-Infocomm) with a special focus on the problem area such
as emergency situations and natural disasters.

• Collaboration in the local production of digital libraries (such as Payson Center?s
Medicine and Health, Human Sustainable Development, the Environment, Food and
Nutrition, Emergencies and Disasters), with special emphasis on extending their use
to illiterate communities.

• Collaboration in the design and implementation of a master?s and potentially doctoral
program in applied development with emphasis in the following areas: sustainable
human development, instructional design, computer-assisted education,
environmental quality and impact assessment.

The University of Waikato (11/20/01)

Collaboration in the development of information and communication technologies (such as the Greenstone software) with a special focus on the problem areas such as emergency situations and natural disasters and extending the use to illiterate communities.

Between the CDMHA and:

  • CEPREDENAC (2001)

    - Development of educational programs and material to support and strengthen
    institutional capacity in disaster preparedness and management throughout The
    Region. Forseen collaboration includes the development and production of
    technology-based training tools for short, medium and long-term courses in
    emergency preparedness and disaster relief, both on site and in the field.
    Components of these tools include database to support disaster preparedness
    research and outreach, a best-practices teaching pool, and an electronic library to be
    accessible and/or distributed to client organizations.

    - Development and/or stengthening of GIS-based projects and/or initiatives for disaster
    preparedness and management trhoughout The Region. Forseen activitivities in this
    respect are: GIS training ; GIS-based research; technical support for GIS
    development.

    - Sponsoring of regional Conferences, Seminars and/or Workshops relevant to
    disaster preparedness and management.
