Jessica H. Ports

Jessica is currently a PhD Candidate at the Payson Center, with dissertation research focusing on applications of information & communication technologies (ICTs) for disaster response and humanitarian aid. Research interests include ICTs for international development, the role of technology and social media in humanitarian response operations, leveraging ICTs for disaster resilience, disaster risk reduction in the Caribbean Basin, international humanitarian law, conflict and development. Since fall of 2011 Jessica has taught the IDEV4100: ICT4D course at the Payson Center. Jessica has been involved with the American Red Cross for more than 13 years, during which time she has served as a volunteer coordinator, disaster instructor, hurricane shelter manager, government/EOC liaison, international humanitarian law instructor, international tracing specialist, and health & safety instructor. Jessica lives in New Orleans with her fiance and their dog (Maya) and cat (Dexter).

After graduating from Tulane University in 2013 with a B.A. in Economics and International Development, I am spending time in Paraguay with Fundación Paraguaya working in the micro-finance office and at their financially self-sufficient agricultural school for rural entrepreneurs. While living in New Orleans, I worked with Good Work Network, Kiva New Orleans, A’s and Aces, Verti Farms and Sierra Club.

Hugo Wood

Hugo Wood is a Panamanian lawyer who completed an LLM (Master´s of Law) in Law and Development at Tulane University Law School & the Payson Center as a member of the inaugural cohort in 2013/14. In 2014, he became the Executive Assistant to the newly elected Panamanian Vice President Vice President and Minister of Foreign Affairs Isabel Saint Malo de Alvarado.

Originally from New Braunfels, Texas, Amy Biedermann moved to New Orleans in 2011 to pursue her Master’s degree at Tulane Law School’s Payson Center for International Development where her work and research focused on poverty, inequality, and health policy in East and Central Africa.
