Laura Murphy is clinical associate professor in the Department of Global Health Systems and Development at Tulane’s School of Public Health and Tropical Medicine (SPHTM). In 2011, Dr. Murphy was appointed “Carnegie Corporation of New York Professor of Social Entrepreneurship” in the first class of Social Entrepreneurship Professors at Tulane University.

Nkiama N. Konde holds masters degrees from both the Kinshasa School of Public Health and Tulane University's Payson Center for International Development. Nkiama is currently on faculty at the Kinshasa School of Public Health in the Democratic Republic of the Congo. His research focuses on the hygenic processing of septic waste in high population areas via lagoon sewage treatment.

Nancy Mock

Dr. Nancy Mock has over 30 years experience in the Humanitarian, Food Security and Public Health fields.  She is a co-founding member of the Tulane Disaster Resilience Leadership Academy, an Associate Professor in International Health and International Development as well as past Interim Executive Director for the Newcomb College Center for Research on Women at Tulane University.  Dr. Mock brings a wealth of knowledge and experience to the new program.

I was born in California but my father relocated our family to the Washington D.C. area when he landed a job with the Public Health Service so I spent many of my formative years in Maryland. I now call New Orleans home but have family on both coasts. I moved to Bangladesh in 2003 with the United States Peace Corps Service and stayed on an additional year to work with Family Health International.

Elke Johanna de Buhr, PhD, is an Assistant Professor at the Payson Center for International Development. Her research focuses on the rights and protection of children, and the health and well-being of people of all ages. Dr. de Buhr has worked on projects financed by the US Department of Labor, CDC, UNDP, UNICEF, UN-OCHA, UNAIDS, the World Bank, Reprieve UK and the European Union, Fairtrade International (FLO), National Medical Foundation (NMF), World Vision International, and Friedrich Ebert Foundation (FES), among others.

Stanley Samarasinghe

Stanley W. Samarasinghe is Adjunct Professor at the Payson Center and Chairman and Executive Director of Global Vision, an independent think tank in Kandy, Sri Lanka. Prominent in the fields of Economics, International Development, and Conflict Studies, Professor Samarasinghe designs and teaches post-graduate courses in International Development, Development Economics, International Health and Ethnic Conflict.  Previous positions include Director of the Payson Center’s office in Arlington, VA, and over 20 years of teaching at the University of Peradeniya in Sri Lanka.

William E. Bertrand

William E. Bertrand
Professor & Center Co-Founder

Over the course of his extensive career, Dr. Bertrand served as Vice President for University Planning, Research & Innovation, Tulane University, and Co-Directed and founded three Academic Public Health Institutions: the Department of International Health and Development at Tulane University, Center for International Health and Development at Tulane University, and the Zaire School of Public Health at the University of Kinshasa.
