About the Speaker:
Dr. William Bertrand is Wisner Professor, Tulane University, School of Public Health and Tropical Medicine. He is also the Director of the Payson Center for International Development and Technology Transfer. From 1994-97 he served as Vice President for University Planning, Research & Innovation, in Tulane. He was the Principal Investigator (1985-95) Famine Warning System: Emergency Effort, launched by USAID Office of Foreign Disaster Assistance to set up a health and population surveillance system for seven famine-affected nations in Africa.
