Julie Hernandez

Dr. Hernandez was the Technical Director for two CDC / PEPFAR funded projects in Côte d’Ivoire and the Democratic Republic of Congo, where she focused on Strategic Information and Planning, as well as Capacity Building activities. A native French speaker, she has taught courses in Europe and Africa, and taught the “Geographic Information Systems and International Development” undergraduate and graduate courses at Tulane. Her areas of expertise are GIS, community development and participatory planning, capacity building programs development, and monitoring and evaluation. She completed her PhD on “Civic Engagement in post – Katrina New Orleans” and currently researches and develops open-source GIS Data Collection tools and protocols to strengthen Health Information Systems in the developing world.

Dr. Hernandez was the subject of a Paysonite Profile in the November 5, 2013 edition of the Payson Center eNewsletter, The Monitor.
